Library of the Year Nomination: Celebrating Innovation at Norfolk Public Library

In 2019, I had the privilege of drafting Norfolk Public Library’s nomination for Library of the Year. This narrative showcases the heart of a library system deeply committed to early literacy, teen empowerment, inclusive programming, and creative placemaking. This draft portion of the award application was combined with others as indicated within the document. It remains one of my favorite examples of mission-driven storytelling and community celebration.

Creating a City of Readers

Early Literacy & Family Place

With over 6,400 early literacy programs reaching more than 125,000 children in four years, NPL’s Family Place model transformed every branch into a hub for playful learning and parental support.

  • Babygarten: Rhyme- and movement-based storytime for ages 0–3
  • 1-2-3 Play with Me: Guided playgroups that connect caregivers to early learning resources
  • KinderSTEM: Literacy meets science for preschoolers with hands-on discovery stations

School-Age & Teen Programs

From “Tales to Tails” literacy with therapy dogs to YOUmedia rigs teens could check out for filmmaking, NPL created meaningful, youth-led experiences citywide. Teen program attendance rose 72% thanks to consistent innovation and welcoming spaces.

Noteworthy programs included:

  • Book-to-Film Club with student-produced YouTube shorts
  • Movin’ & Groovin’ dance team that represented NPL at parades
  • Photography workshops with detained youth that led to public art exhibits
  • MTS Beat Clinic with Grammy-winning producers Nottz Raw and Bink

Outreach, School Partnerships & Summer Impact

  • School presentations reached thousands of students annually
  • Library card applications and giveaways introduced students to services
  • The Summer Reading Passport tackled the “summer slide” through nature, STEAM, literacy, and kindness
  • In partnership with Norfolk Public Schools, NPL served over 17,000 summer meals

Environment & Equity by Design

With thoughtful layouts and strategic partnerships, NPL libraries became true community destinations.

  • Nature Explorium: Virginia’s first 5,000 sq ft outdoor library classroom
  • KidZones & Playscapes: Safe, sensory spaces across 12 branches
  • Jordan-Newby Anchor Branch: A two-story facility with a direct school entrance and dedicated children’s floor
  • Slover Library Studios: Design, Maker, and Production Studios with access to 3D printing, music equipment, and modeling software

Inclusion, Civility & Civic Engagement

  • Monthly cultural heritage programming and Bollywood Film Festivals
  • Drag Queen Storytime and LGBTQ+ Film Festival
  • TREK for Civility initiative (Tolerance, Respect, Empathy, Kindness)
  • Military appreciation programs like Trees of Honor and Operation Holiday Cheer
